e. I have appointed Elaine Davis (3 years) and Ken Schneider (2 years) to the International Studies committee as 2 of the former directors. If anyone else is interested, 1 of the 3 spots is still open. These are positions appointed by the FA president.
The third person will only serve for one year (their term will expire in the spring). This person must have been a director of an overseas center.

FA President Schoenberger asked Senators for suggestions on how we might encourage faculty to serve on committees and asked them to please convey this information with their departments.

Motion that in recognition of Jackie Zieglmeier’s many contributions to the academic life of SCSU, the Faculty Association donate $200 (or more) to the “Tomorrow’s Scholar” college fund for her son, Daniel (Inkster/Akubue). Passed

On October 21, 2004, the University crowned the homecoming royalty. For the first time, the homecoming court consisted entirely of students of color, and a man was crowned the Homecoming Queen. The Student Government nominated the winning candidate for queen to challenge the contemporary stereotypes of gender roles.
Whereas: Individual students have been targeted with homophobic and racist remarks and threats.
Whereas: Student Government has been deluged with negative responses by students and University alumni.
Whereas: GLBT Services has been inundated with homophobic/transphobic responses.
Whereas: Members of the GLBT community have experienced homophobic and trans-phobic comments.
Whereas: All members of the Court abided by the official rules and criteria for candidacy in the Homecoming Court election and were legitimately elected.
Be it resolved that:
The Faculty Senate of SCSU supports the efforts of Student Government to educate the campus community and others on issues of gender stereotypes and anti-racism. Furthermore, Faculty Senate deplores the threats and verbal attacks on members of Student Government, students of color, and LGBT students (Ore/Ringer).
Motion to amend to change the word “deplores” to “condemns” and add after the words “LGBT students” and regards them as equivalent to threats and attacks to ourselves and the entire academic community (Jaede/Condon). Passed

Further we ask the administration to devote necessary resources to keeping the Homecoming Court, members of student government, LGBT, faculty, staff, students, and students of color safe during this time of backlash, verbal threats, and threats of physical harm (Condon/Langen). The Jewish Studies Advisory Board recommends the following composition for the search committee for director of Jewish Studies and Jewish Communal Outreach:
That the core of the search committee be the faculty members of the Jewish Studies Advisory Board with the addition of a member of the faculty selected at large. In cases where members of the Board cannot serve, the Board recommends that there should be a member of the philosophy department on the committee, at least two members of the Jewish Faculty Organization, a representative from the College of Fine Arts and Humanities, and a representative of the College of Social Sciences.
Because the communal outreach part of the job requires extensive collaboration with the administration, we recommend that one administrator be part of the search committee.

The committee held a discussion with Diana Burlison, and she has agreed to revise her reporting format so deans may easily understand how much money they have.
e. Registrar Position Description (FS 102604 6.e)
f. Parking: The budget in for parking enforcement was cut $30,000. If your lot is full of cars without permits call parking and tell them immediately. They will send an officer to ticket the cars. If an officer declines to put a ticket on a car get their badge number and send parking enforcement an email or call them.

7. Unfinished Business
e. Mediation Coordinating Committee (Jesse Benjamin)
FA President-Elect Kilborn stated mediation would not abridge, change, or affect faculty’s contractual rights. There is the ability to stop a grievance (to “time out”); but you don’t give away any contractual rights. All of the bargaining units looked into this, ensuring the contract would be followed. A grievance can go forward even if there is mediation. The Mediation Program addresses issues that are not grievable (i.e. regarding faculty).
FA President Schoenberger stated she needs to know if any person’s contractual rights are being violated and if mediation is being used to harass; since this is not the intent of the program.
A third FA member is needed to serve on the Mediation Coordinating Committee; therefore, please contact FA President Schoenberger if you are interested in serving on this committee.
e. Racial Issues Colloquium (Jeanne Lacourt) (FS 101204 8.d)
Motion: Through our existing curricular process, the Racial Issues Colloquium proposes being an integral part of the process of reviewing new courses, seeking a racial issues designation. Departments that propose Racial Issues Courses will send a copy of the course proposal to the Racial Issues Colloquium at the beginning of the curriculum process for their feedback and signature (Lacourt/Condon).
Motion for this motion to be referred to the University Curriculum Committee (Jaede/Hornstein).

Motion: Whereas SCSU Tenure and Promotion procedures do not currently address a process for withdrawal of application in cases of early tenure or promotion, and
Whereas current practice appears to be, at best, inconsistent in this regard,
Be it resolved that the FA requests that a local withdrawal process consistent with the terms of the IFO/MnSCU Master Contract be developed by the administration and proposed at Meet and Confer by February 3, 2005. If the Master Contract does not allow for such a withdrawal process, we request that such language be included in the SCSU Tenure and Promotion procedures (Buske/Branson). Passed
