1. Call to order at 2:12 p.m.
2. Treasurer’s report (EC 062006 2)—Schoenberger gave a brief report.
3. Announcements
a. Summer Executive Committee List (EC 062006 3.a)—the constitution does not really say when unit reps start so this will be added to a list of things for the Constitutional Review Committee to review. Kilborn discussed that the COE representative spot is open due to a resignation. The COB unit representative is also open. Special Services will be open since Motin is on sabbatical. A call for the three vacant spots will be put out in the fall.
b. Center for Holocaust and Genocide Education Director Search (EC 062006 3.b)—the center needs a director, and five faculty were elected by Senate to serve on the search committee. Representative spots for the COE and COB are vacant. Administration is waiting to see if the FA wants to fill those vacancies. Roger Rudolph and Steve Klepetar from the advisory board were both suggested even though only one representative was supposed to come forward to represent the advisory board. EC needs to decide whether to go with one or two representatives from the advisory board.
Motion to have the five faculty from Senate plus the two advisory board representatives, Steve Klepetar and Roger Rudolph, be on the search committee for the Center for Holocaust and Genocide Education Director (pending IFO union membership)—(Palmer/Kilborn). Passed
c. Detailed Meeting Schedule for FY07 (EC 062006 3.c)—for EC’s information only. The schedule is also available online.
d. Minutes of the Budget Committee (EC 062006 3.d)—for EC’s information only. This will go to Senate in the fall.
e. Job Description for Office Manager (EC 062006 3.e)—changes are noted and they will go to the IFO Board in September.
f. Job Description for Administrative Assistant (EC 062006 3.f)—changes are noted and they will go to the IFO Board in September.
Motion to support the updated job descriptions for the Office Manager and Administrative Assistant–(Kilborn/Palmer). Passed
g. EC Motions from FY06 (EC 062006 3.g)—please review and email Schoenberger if you find anything that hasn’t been followed up on.
h. FS Motions from FY06 (EC 062006 3.h)—please review and email Schoenberger if you find anything that hasn’t been followed up on.
There was discussion about what should be included on the report for Senate. Schoenberger will do a trial run this upcoming this year keeping the motions’ status up-to-date.
Motion to use Faculty Senate and Executive Committee Motion Passed lists as tracking documents, and since they are tracking documents they do not need to include the motion-maker and/or the individual who seconded the motion—(Kilborn/Larkin). Passed
i. Counseling and Psychological Services Search Committee Appointment (EC 062006 3.i)—Schoenberger just received this email. There was discussion about the status of the job description. It was noted that the FA still hasn’t received an updated job description.
Motion that the EC supports and recommends, in lieu of conducting a search for the Counseling and Psychological Services Director and in lieu of complicating the problem, repeating the success of this past school year by using the IFO chair model—(Palmer/SubbaNarasimha). Passed

5. Unfinished business—Schoenberger asked Kilborn to give a brief summary of the following items and where they are at.
a. Reassigned Time Issues at SCSU (EC 050206 6.a.)—needs to be followed up on.
b. Grievance Committee Report—request from Hornstein to make a minor modification to the policy we passed in our 03/21/06 EC and in our 03/28/06 Senate (Hornstein)—to be discussed when Hornstein arrives today.
c. COSS Dean Search—Kilborn gave a brief update. This item will stay on the agenda for further updates in the fall.
d. Template on Teaching Schedule/Contact Hours (EC 050206 6.d.)—to be discussed when Hornstein arrives today.
e. Information Received at Meet and Confer concerning Online Courses (EC 050206 6.e)—this has been posted on the FA website, and it can be taken off the agenda.
6. New Business
a. Buy-in System for SCSU-Announce (Langen)—not discussed.
b. Short-term Study Abroad (Johnson)—not discussed.
c. IFO Standing Committee Appointments (EC 050206 7.c.)—the list shows what appointments need to be filled. Schoenberger has an updated list. It was recommended that all the openings be announced to the faculty and that the incumbents be invited to continue their term if elected by Senate.
d. Graduate Studies policies (Herath)

5. Unfinished Business
b. Grievance Committee Report—request from Hornstein to make a minor modification to the policy we passed in our 03/21/06 EC and in our 03/28/06 Senate (Hornstein).
Motion from Grievance Committee: Effective May 1, 2006, the policy of the Faculty Association at St. Cloud State University shall be that Grievances shall only go forward when the Grievance Committee chair, in consultation with the FA President (or President Elect in his/her absence), has determined that the requested remedy is consistent with the terms of the IFO/ MNSCU Master Agreement. In particularly complicated cases, consultation with the IFO Labor Relations Director shall also take place.
Because the Faculty Association is a party to all grievances, we reserve the right to reject remedies requested by the grievant or offered by the administration.
Motion to reconsider motion from Grievance Committee—(Hornstein/SubbaNarsimha). Passed
Motion to amend motion from Grievance Committee (see amendment below)—(Hornstein/Palmer). Passed

d. Template on Teaching Schedule/Contact Hours (EC 050206 6.d.)—Hornstein explained that this really was a discussion draft, and he and Palmer were surprised that it went to Meet and Confer. There was discussion about the draft. Palmer and Hornstein will send Schoenberger a draft when they have added the corrections discussed in EC.
